Singapore’s childcare leave policies are designed to support working parents in balancing their professional and family responsibilities. This guide provides a comprehensive overview of the different types of childcare leave, eligibility criteria, and application processes, helping you navigate these benefits with ease.

Understanding Childcare Leave in Singapore

Childcare leave is a vital support system for working parents, enabling them to prioritise their children’s well-being without compromising their professional commitments. In Singapore, eligible working parents are entitled to various forms of childcare leave, including Government-Paid Childcare Leave (GPCL) and Extended Childcare Leave (ECL), each with specific eligibility criteria.

Utilising childcare leave allows parents to take time off to care for and spend quality time with their children, and enhances work-life balance. Governed by the Employment Act, these policies extend to both employed and self-employed parents, as well as adoptive parents, foster parents, step-parents and legal guardians.

Types of Childcare Leave and Eligibility Criteria

Singapore offers several childcare leave options to cater to the diverse needs of working parents:

  1. Government-Paid Childcare Leave (GPCL):
  • Eligibility: Parents of Singaporean children under 7 years old who have been employed or self-employed for at least 3 consecutive months.
  • Entitlement: 6 days of paid GPCL per calendar year, to be utilised within the same calendar year. Eligible part-time employees will also receive pro-rated GPCL benefits based on their work hours.
  1. Extended Childcare Leave (ECL):
  • Eligibility: Parents of Singaporean children aged 7 to 12 years old who have either been employed for at least 3 consecutive months, or have been self-employed for a continuous period of at least 3 months and can show evidence of lost income from ceasing to be actively engaged during their ECL period.
  • Entitlement: 2 days of paid ECL per calendar year.
  1. Childcare Leave (Non-GPCL):
  • Eligibility: Parents of children under 7 who are not Singapore citizens, provided they have worked for their employer for at least 3 consecutive months.
  • Entitlement: 2 days of childcare leave per year.

How to Apply for Childcare Leave

Applying for childcare leave is a straightforward process and involves a few simple steps:

  1. Notify Your Employer: Inform your employer as early as possible to verify your eligibility for childcare leave and make the necessary alternative arrangements for your absence.
  1. Follow Employer Procedures: Adhere to your company’s leave application process, which may involve using an HR system or completing specific forms.
  1. Submit Required Documents: Applying for childcare leave usually involves submitting the declaration form (GPCL1) with all necessary supporting documents, such as your child’s birth certificate or proof of citizenship. For foster parents or legal guardians, you may be asked for additional documentation such as a Letter of Identity (to prove that a foster child has been placed under your care under the Children and Young Persons Act) or a Legal Guardianship document.

For self-employed individuals, claims can be submitted through the Government-Paid Leave Portal no later than 3 months after the last day of the calendar year. After submitting your claim, you can monitor your claim status via this portal and will receive notification when processing is complete.
